A few months after I started my first character then deleted it to start from scratch I noticed I never got a mist tank upon reaching haven. I asked my friends and they told me that you only get 1 mist tank per account when you get to Haven. Technically I already used up my first mist tank on the character I deleted. But is there any way I could get that original mist tank for the only character I have now? :<

Well still, I did everything
Well still, I did everything again as my current character and didn't get a mist tank for doing the dungeon nor entering Haven. It'd be nice if I could get it. Cause I feel jipped.:<

Mist tanks are given per account rather than per character.
Yes, the first one is given when you reach Haven the first time.
You can get a character to Haven for 10-20 Energy, but a Mist Tank gives you 100 Energy. It'd be way too easy to exploit.
Please think harder about deleting your characters-- get your next character set up with weapons and armor from the previous one BEFORE you go through with it.
You get the Mist Tank after you reach at least the first Terminal in a ''dungeon''.
