Before this week, players through www.spiralknights.com could get OCH only by spending real money. Players on Steam could get OCH by trading with other players on Steam. I don't know about players through other sites. None of that matters now, because all players can simply buy OCH in-game using energy, as Curious-Mewkat says.
Miniclip, Armorgames, Newgrounds and other sites should have their own payment system too. Use their transaction methods.
Non-steam clients will pay directly through credit card or other methods.
Not true that only steam clients get DLC, with Operation Crimson Hammer being the only DLC now. It is purchasable in-game.
