I would be interested in hearing your thoughts/feedback on charging fees for joining/entering and exiting a Guild. I think we should be able to make a bit of money for those who join our Guilds but we should also be able to collect a "fee" if a person wants to leave our Guild. With the ability to collect a fee, we can ensure that we have money as players come and go into Guilds which enables us to continue to build our Guilds up to have others come in as well. Thoughts?
Entry and Exit Fee of Joining and Leaving a Guild
Short answer: fees are a bad idea. Longer answer: if you mean, as I'm assuming you are, that you want an actual in-game mechanic that would require players to pay to join/leave a guild, 1.) many, many players would simply avoid joining a guild altogether (and specifically avoid joining a random guild that is just starting up), and 2.) the only way such fees would realistically be implemented would be as a crown sink, and the money would therefore be removed from the system rather than going to the guild in question.
I'm going to say straight off the bat that it's highly doubtful this would be an actual feature of the game.
But since you posted this in Guild Recruitment it sounds more like a suggestion for GM's, which I personally don't think many people will take up for their own guild. Why? Well, it seems kind of greedy, doesn't it? I mean if I were considering joining a guild and suddenly there's this tiny note at the bottom mentioned a joining/leaving fee, it wouldn't exactly persuade me to join...

In my opinion, fees for leaving and entering a guild are both bad ideas, but for separate reasons.
In the case of joining fees, Sergeantwrench hit the nail on the head with people not willing to pay fee money they don't have. It's also has a potential for abuse as the money can be simply taken and invite never sent.
As for leaving fees, there's no stopping anyone leaving a guild as it takes only a few clicks. There would be no way for any guild to enforce leaving fees short of committing harassment against their former members.
There's also the matter of who would get the fees? If the treasury gets them, there's little usability of those crowns short of putting them toward upkeep and furnishings. If they're used as a crown sink and taken out of play, a sufficiently high amount of fees collected in crowns could cause the in-game economy to screw up. Leaving the duties to a nominated Guild Master and/or Officer will only leave the door open for abuse.

Paying a Fee for Joining a Guild- Bad idea
1. You'll have the beginners who do not have money to join a guild.
2. Who wants to pay money to join a guild? If you have a GM who wants a friend to join, then they'll just invite them (not everyone in this world is as noble as we would like to think).
3. You'll have those in officer/GM ranks where they'll just kick the person once they pay the fee.
4. If you're a new guild looking for members, then how are you going to get members? Who would want to pay to get into a guild with only 5 active members? Not me.
Paying a Fee to Leave a Guild- Bad Idea
1. Well...There's nothing stopping anyone from leaving a guild. It takes about 3 clicks, then wala, you've left a guild. Again, not everyone in this world is as noble as we would like to imagine.
2. Picture this: a 4* GM going up to a 5* person decked out in some nice gear and accessories. He catches him in the Town Square, in Haven 1 where it's busy. "You didn't pay your fee to leave the guild." He says. Not a very pretty picture, eh?
3. And finally, say you leave a guild, all you'd need to do is ignore the GM/officers of the guild you left and you're home free.
