Before I actually saw the elevator animations, I imagined they had an over-loaded counterweight, which would pull them upwards to Haven when released without a power source. Since that's not the case (Elevators are moved up and down by a corkscrew-shaped rail that rotates beneath them), it's pretty much clear that the elevator fees are only in to add an element of risk and investment into clockworks runs.

"Uses of Energy
Elevators: Each player must spend 10 energy to use an elevator to travel to the next floor of the Clockworks. This cost will be paid when the party steps onto an elevator and chooses the option to go down. Elevators that take the party back to Haven do not require energy."

Please actually read the article next time. :(
