I found them for sale in a vendor right before the firestorm citadels. Bought 3 and sold 2 back to other players fairly quickly, something i'd encourage others to do so more people can get their hands on them. Plague essences drop from epic chromalisks.
As far as anyone knows it does not drop. You must buy the recipe from Basil the Traveling Merchant in the Clockworks Terminal levels below Emberlight. It can be found in more shallow areas but is very rare.
