When does this happen?
Everywhere. FSC depths, JK depths, etc.

Possibly no.

I tried everything. Look at the pictures again.

Yes. All of it! Still didn't do anything.

It started doing this during the latest 2 or 3 patches ago.

First, im currently using windows 8.1 can i can not use the full screen.
Second, the the video card may need a special driver release http://support.amd.com/us/kbarticles/Pages/catalystlegacywin8.aspx
@second the latest version is 12.6 (for the driver) so check first.
Also, If you can copy the DxDiag information, I think a gm will have better info about the problem. (Windows key and type DxDiag)
