It's beyond bad luck by now.
It's beyond bad luck by now. I did a few t1 runs, and in all of them, Basil only had one star recipes

Its bad luck, I've done five
Its bad luck, I've done five Tier 3 runs in a row and only gotten 4* recipes at Basil (on the next run he had 5*, including one that I wanted). That does not mean its a bug, it means its bad luck. The highest level recipes (2* in T1, 4* in T2, 5* in T3) show up less often then the lower level recipes. Keep trying.

Basil recipe are radomized so you get 0-2* recipe thier is chance you only get 1* recipes even if you do the entire thing happen prepatch is normal
