So when I was doing a Tier 3 run the other day,I got a recon flare and used it on gremlins.It summoned a recon with a autogun,It took 7 minutes for it to kill 2 gremlins,I sat their laughing and eating a waffle.So on different tier's can you give it the right weapons say a 4* weapon on teir 3.

You dont summon it to do damage, it is a meat shield and it marks monsters. Its like summoning a mecha knight and expecting it to be useful.

It's the mark that's crucial. A Marked Gun Puppy took over 300 damage from my Final Flourish.

It reduces enemy defence to 0. With it, you can do over 700 damage with regular Acheron hits against Vana.

There can be negative status resistances, as seen on Chaos, but I don't think the system includes negative defences.
They're pretty much the ranged mecha knight class. So no to your question.
Why OOO gave them a rooted gun that benefits from charge attacking I will never know.
