I don't think they said it but it is implied by the fact that Nick said the tokens don't expire (so we can use them in the future) and that people weren't expected to get all of the weapons right away, thus the patch to lower token payout. So they probably expected it to last 2 years at least.

It's been stated that the intention is for there to be several events required to get all the weapons. Since the tokens and mats never expire, it'd be kind of silly if the event never returned. We don't yet know if it'll be annual, bi-annual or what the deal is.
It will. It's not unlike the Black Kat event.
