Ah, this is an interesting tidbit of knowledge.
The "five alarm" refers to the severity of the fire, within the context of how much of the fire department needs to respond. A five-alarm fire is a citywide threat and is extremely difficult to stop, usually resulting in fire departments from an entire state responding to help contain it. Obviously, to a Drakon, being able to incinerate a city is an achievement, not a safety hazard.
