I found some radiants in depth 27 (level before the level above the core). This means that depth 28 is not the only depth that has radiants. I only found this once so the odds were probably extremely low but it is proof that depth 28 is not the only depth with radiants

Radiants do drop on D27, just rarer than D28. I found 3 in Smoldering Steps before.

Yes radiants dorp on d27 but at a very low rate. like 10 shining to 1 radiant where as d28 feels more like a 50/50.
If you found them in a danger room then you didn't really find them on D27 since every D27 level that doesn't have a danger room won't have them. Danger rooms in terms of drops/enemies go down one floor (or so).
