Are bonuses being nerfed as well?
for example, CTR Reduction on Leviathan Blade on Tier 1, Vog Cub attack speed on Tier 2, etc

UVs add percentage-based
UVs add percentage-based bonuses. They are not down-scaled for lower tiers. You just get the same percentage bonus off a smaller damage number, that's all.
