Exactly what is the maximum status resist I can get?
To put it more bluntly, is Skolver Cap + Coat the max freeze resist I can get? Or do Trinket's/UV's/Perks/Whatever help also? (PvE is what I'm asking about.)

I am pretty sure you cant be immune to strong status.
4+4+4+4 (through natural and UVed pieces) is 16 points, whof fire, which still burned me.
4 nd 4 as base resist, and then maximum on each piece of fire.
As you could still stack trinkets on that.
As the wiki page "Abilities" explains, there is no numerical maximum for status resistances. Or at least we have no indication that there is one. Certainly the maximum is beyond what the statistics bars in the character window display. So you can wear Skolver with freeze UVs, and wear freeze trinkets, and use a freeze sprite perk if you want, to get a lot of freeze resistance.
On the other hand, there is a practical limit to status resistances, where more resistance doesn't seem to help any more. For example, fire protection +11 is about as good as fire protection +15, as far as well can tell (if I recall correctly). In PvE, status wisps are moderate (+9) and status traps are strong (no immunity).
5 star armors give approximately +4 resistance to their respective status with the exception of Snarbolax Cap/Coat which only gives +3.
Low, Medium, High, Maximum UVs add +1-4, respectively. 5 star trinket is worth a Medium I believe.
After about +11, you'll get to reduce strong status duration to about 2-3 seconds, but I don't believe strong status can be reduced to 1 second (unconfirmed).
Max possible is:
4*2 from two armours.
4*2 from two UVs.
3 from your sprite ability.
2*2 from trinkets.
That's 8+8+3+4, 23.
The max I have personally tested is 18. Even then it is still so high (double the requirements for moderate immunity) that even if 18 gave immunity to strong status it is probably not worth the trouble.
Full vog with fire max on both, and two 5* fire trinks. This was before the sprite updates, but it did about 2 pips of damage, and lasted 3 seconds, i believe.
W/ Trinkets I can get up to.....
4+4+3+3+2+2+3 = 21 ice resistance = Max * 5 + low
[Armor + Armor + UV + UV + Trinket + Trinket + Sprite]
Ice hardly ever gets in a freeze, but immune to strong? No.
Can you be immune? Shields are.
Fang of Vog's fire hits me 3 times whether I have 12 resist or 15 resist.
It is impossible to resist Strong status afflictions of any kind, and the lowest you can reduce the amount to in most cases is 2.5-3 seconds (pretty sure it's less than 3 seconds in some cases but that might have something to do with knight frames and latency). Meaning there is no feasible way to avoid status traps on maps without some kind of penalty - Downtown's Stun Traps will always afflict you with Stun, Frostbite will always freeze (and will kill you outright if you're not a guardian to block the subsequent trap hits), and Stadium will almost always afflict you with Fire. The lowest I've gotten the Stun status to be is two seconds total on Downtown, and that's with the equivalent of +12. Momo and I tested the freeze resistance, and even with pet perks and trinkets, you will still be frozen by strong ice for 2-3 seconds minimum.
at t3 lockdown, 7 points for minor immune, 9 points for moderate immune, not sure about strong.
low = 1, med = 2, high = 3, max = 4. Skolver base freeze resist is around max = 4.
