Considering how some levels of Blast Network contain large amounts of stones I'd like to know if a Rock Jelly can actually spawn from it. And possible damage from a BN bomb as well. :P

Nope.
Nearly all LD players have seen a Rock Jelly. It's BN ones I never saw. I cry sometimes when they die. They don't know how they got there. Think about it:
Rock Jelly: "Glorf glorb glob gluhbby! (Nice day, Mr. Impostocube!)"
Impostocube: "Indeed, my dear companion. It's been 2 and a half fortnights since those nasty brutes came in like hogwash ruffians!"
Lichen Colony: "Squesh sqeuush! (WHATTHEHECKISDAT!)"
Impostocube: "I do believe it is one of those unpleasant brutes stealing from us as if they were lowly beggars!"
A flying ship begins picking up a bunch of stone to compress into stone for LD.
Rock Jelly: "GLORF GLORF GLORBBY GLUHB GLAHB! (HELPMEITSSUCKINGMEUPPLEASESOMEONEHELP!)
Poylp: "Chlchlglorf glob! (Rescue him!)
Thorns bounce harmlessly off the steel ship. It is too late for our dear Rock Jelly. The ship shoots a haze bomb, stunning the jellies. It scoops up more stone and blasts away.
Please, if you see one, put it out of its misery.

In all my time of playing Blast Network I have never seen a Rock Jelly in there.
I never seen it. And BN bomb is already OP so it can kill it in 1 hit.
