Are you asking, "When will Margrel return?" Margrel is always available in Moorcroft Manor, to anyone who presents a Book of Dark Rituals. Also, there are probably Books still floating around the community, that you can buy (although they're quite expensive). So you can, in theory, fight Margrel right now.
Are you asking, "When will Books of Dark Rituals return to the Clockworks?" We don't know. They have been available during two events thus far, as listed on the wiki page for Book of Dark Rituals.

Bopp is right. Who knows when the OOO will bring back the Black Kats again. That's for sure one event that's randomly exposed in patches, but so far he's only shown up twice in the Clockworks.

Maybe come January! That's when the first Black Kat Apo-Cowl-ypse happened. Six months later, re-release of event that I got to participate in.
Christmas is super busy, and the new goal for the gunner update is January, so maybe we should look more to February, though hopefully they won't need to change anything in the patch files and just have to make sure everything meshes with the previous patches.
