How does this system work?
Rarely I see Basil the Vendor down in a gate and even rarer than that does he have a recipe for me that I don't know.
How can I find this merchant?
When will he sell me 3* and 4* recipes?

Hm
You can always find him in terminals. 2*/3* are sold in the terminal between Moorcraft and Emberlight, and 4*/5* are found in the terminals between Emberlight and The Core. If you look at a gate's map, terminals are the floors with the upward arrow symbol.
Every time you find him he has random recipes of adequate star level.

It seems there are specific levels in which Basil will appear, mostly in grassy/field levels (Aurora Isles, Jigsaw Valley) and the Scarlet Fortress. Right now. There's a Basil at depth 9 of one of the newer gates in Starlight Cradle: Shrine of Slumber II, (he's behind an energy pay gate) I (think) got a few 4* recipes there, and a chunk of others in the terminal between moorcraft and emberlight.
Sidenote...It dawned on me that I should prolly start compiling a list of where Basil is seen and seeing if he shows up there no matter the gate or depth...

The way it seems to me is that Basil appears at least once between Have and Moorcroft and again between Moorcroft and Emberlight.

Basil appears in some preset levels, if those levels don't exist in a gate then you won't have a chance meeting him other than the terminals.
He should be in Jelly Farm/Aurora, Shrine of Slumber 2, Scarlet Fortress 3 + 4 and Jigsaw Valley (I think he's in both versions).

I haven't seen a before-town
I haven't seen a before-town terminal for a long long time now. The only place I remember seeing one was right before the core. Before Moorcroft and Emberlight there was none a few weeks ago?
Keep going further down... basil shows up in just about every terminal you'll ever reach. (Terminals appear every 3-6 levels: usually halfway between towns, and right before the next town)
3 and 4* recipes are usually found between the towns of Moorcroft and Emberlight. (This area is designated "tier 2" since the new update) The deeper that you go, the better the recipes/items.... and the more interesting the monsters you'll meet. Good luck!
