I'm getting used to the new SK after a long break, but I still don't know how to get the special dash skill, my question is how to get this?

you can map it to either your left shift, middle mouse or right mouse on your control option manual. The dash is helpful in running away from mobs, escape from trap floors or vana's mace attack, mastering the skill will make you invincible!

I bound it to Z, and Shield
I bound it to Z, and Shield Bash to X. Because I have attack and shield bound to left and right mouse respectively.

Bounded Dash to Mouse 4 and Bash to Mouse 5

What they've said
You can bind the dash to any key in your controls area under the labels of "Dash" and "Shield Bash". They should be right below your sprite action selectors. Alternatively, I believe that you can use your "modifier" key and use attack to dash and shield to shield bash when it's held down(Not talking from experience here). The modifier key option should be right above the combat-based emotes you can bind.

Dunno how it ended up this
Dunno how it ended up this way for me...but I've always used a custom hybrid setup where I could switch between free mouse move with swords/aiming guns and WASD move when kiting with guns/bombs. And when the update hit me, I got shield bash as Shift+Z and dash as Shift+X. (Z is attack and X is shield, and I don't see the point of changing them since that's my only shield key and the extra mouse buttons sometimes get used for sprite skills meaning Z actually gets used sometimes.) If you're also using either Shift or Ctrl to toggle Auto-Target, this may work out as well for you as it does for me.
