"During the preview you couldn't choose whether or not you wanted to go up or down on each elevator (you had to return to whatever down you were in last via the the options menu), so the second elevator would take you back up to Haven/Moorcroft/Emberlight"

The statue is called Monomi is because one of the Gods of Cradle is called Monomi. It is said the Strangers built it to honor her. According to Lordofnecromancer's Lore, that is. Found here on more info on Monomi:

No seriously. The Lore is a lot more info than the Gods themselves.
On the Lore, I think it explains Moorcrafts' train station, the Spectral Rail.

The train station doesn't do anything as of yet, but who knows? it may be used in a future update.
I doubt it is for anything, might have been an old feature that wasn't properly taken out of the game.
If by 4th slot, you mean the empty space next to the gates, that was where the mineral gates used to be before they were taken out. If you mean the area to the far right of the room in front of the garrison, i think it is reserved for events like winterfest.
