The significant thing is, that in the guide for Asian players, the section about accessories is before sections about damage types, monsters' resistances and invulnerabilities, status effects, loot system or pick ups.

JKJK, I don't know what you mean when you said it is coded in Japanese, doesn't all html, java, css scripts follow standard English and Alphabetical format.
If you are saying the overall language of the website, it is in traditional Chinese, rather than the conventional Chinese we have today, because it is released for Hong Kong and Taiwan, separate entities from mainland China.
Anyone else can make their own fan arts and stuff, why is it a problem for a license holder to hire their own artists and draw those pictures :P
