When you buy och on steam, will you get to access it on another computer that downloaded the game straight from this website?

no it's only per account.
But, if you play from the same steam account on another computer you'd still have it.

OCH is purchased to your account
Accessing your account through a web client will not alter your account -you should still have the DLC.
