I'm a bit curious about something that bugs me and nips at my ear every time I see it. I have all 4* equips, a helmet, armor, sword, gun, and shield at the moment I'm posting this. I've already passed Hall of Heroes 6-2, but something doesn't appear right; I can't access the 7-1 missions. This is very odd, considering I already have tier 3 clearance, but I am unable to do any 7-1 missions. It bugs me considering I need rank 8-1 to equip 5* equips.

Wow. I'm an idiot. Didn't realize I didn't do Whipping and Mishandling. Well, I guess this one's going into the Graveyard.

As for your question, have you done the other missions other than Hall of Heroes? That might be the problem.
