This said policy should be that you fix, balance, or improve one thing in the game currently when ever you release a patch or make a important announcement. It doesn't need to be something big. It could just be fixing the Sudaruska stun, balance out any of the weapons that are OP, balancing any of the armor that is a bit over powered or under powered, fixing a visual glitch, or just adding some awesome, but fitting enemy dialogue that can occur. The point of this is to make it that we always get something fixed when an update roles out. This way even when it is a temporary update we get something that helps the game no matter what time of the year it is.
Add a new policy to how development works
I do agree that this is something that should be done, but there are a few reasons why it won't happen:
1. Apparently (and I say with the uncertainty, I never checked for myself) OOO has a small staff, which means the things they can work on in a timely fashion are limited. So either all out updates would be spread way apart to make sure hey have enough time to improve/balance old things, or each patch would make such a small contribution that it wouldn't seem logical to spread them out like they would.
2. Going along with the first reason, balancing/improving things takes time and brain power. If they tried to let out a balancing patch every update, then there might be a chance that the balance was ill-thought out and only arouse more flame-hate from the players *cough*AcheronChaosShardBombs*cough*
3.Lastly, if something hasn't been reworked by OOO yet, then that probably means that they don't want to rework it. They know for a fact that the community does not like a certain aspect of the game, and yet they choose to ignore our requests. This means that either they do not care to balance every aspect of the game, or that there is something about the issue that we as players do not know about that is preventing them from balancing it the way we want them to.
TL;DR
For this to happen, OOO needs a larger staff and communicate with the players/community more often and efficiently.
