Is it improper to report someone for scamming, if they scammed someone else?

These two new players were around me, and one kept offering me a "glitch gun" and I kept declining. The other new player overheard and was like "I want it!!" And then they both ran off for a bit. The one offering the "glitch gun" came back to me and said "I robbed him, ha" so I can only assume the worst.

I tried /t -ing the guy who supposedly got robbed, but he had apparently logged off.

I went to send a complaint about him, as he had clearly admitted to scamming the other guy, but in the complaint thing it said to report them if they had actually scammed me, or were "maliciously" trying to scam me. While I was smart and didn't buy into the scam, it seems the new player was not so lucky. However, I don't feel he was "maliciously" trying to scam me. He gave up after two tries, and really, he wanted 2k crowns out of it.

I don't know. I feel conflicted about it. I want to report him because he scammed someone, and scamming's not right. But the complaint thing essentially says that I should only do it if I personally got scammed/was affected by it (which I wasn't really).

SO YEH. Uhhh. TL;DR version: Is it okay to report someone on behalf of someone else?

He might've been kidding, 2k for anything 2star is a decent price, he might've just been going for a unique selling angle, might've been trying to trick you, to many variables, might as well try to report and see what happens or abstain, either way; doesn't seem important.

File the complaint.

You aren't going to get in trouble for filing a complaint for what seems like valid reasons (such as a confession to scamming).
Only staff can determine if the claim to have scammed is true. You -can- get in trouble for filing frivolous complaints, but I feel quite confident that you will not get in trouble for filing any single complaint that doesn't meet the letter of the complaint form. When in doubt, complain, and if you're overdoing it you'll get warned. I filed a -lot- of complaints over the years on puzzle pirates, many that began 'I suspect... ', and was never warned that any of them were frivolous though many of them were perhaps broader than the letter of the recommendations for when to use the complaint. But that's the key word: Recommendation. It's not against the ToS to file a complaint for what you feel are valid reasons. It is, I believe, against the ToS to file complaints like '/complain nick he doesn't tweet often enough!' or other such frivolousness that wastes admin time.

Well, from what I understand he didn't even give the other guy anything. So it would have been 2k for nothing, which is not a deal of any kind. And he said it was a glitch gun, that could let you walk through walls. :/

@ Senshi: Thank you for actually responding to my question. I was afraid that it might be considered frivolous since I wasn't personally scammed, etc, etc, I get paranoid about silly things.

report.

If you know, or strongly suspect someone is scamming (such as this confession) then i say report them. I'd rather err on the side of being wrong and reporting than just letting it go.

And sure, 2k isn't much, unless you are brand new to the game, and then its a small fortune. Something like that could be the difference b/w becoming an sk addict, or deciding the game sucks.
