Items that are fully heated but not level 10 still leech heat. This seems like a bug that you didn't consider when you made the new forge system.

It at least appears to be heating items because of the animation, but I don't have time to really test it.

That's just a visual bug. In reality, you get X more heat per unheated item equipped, X being like the total visually wasted taken and divided amongst the nonheated stuffs. Take, say, a 3* item and do a T3 Normal run with 3-4 5* items ready to level up. Observe where the heat bar appears to stop, then go to your arsenal and look at the actual progress made.
I think it's just reminding you to forge them.
