i truly feel that humbug hats should remain in their legacy as a hallmark for the winterfest they were released. something unique, special, and cherished, and not released ever again to preserve it's legacy.
do the right thing, stop giving them out

Naww, I can see why you want it. But, may I ask, what do the T2/3 players that aren't quite skilled/geared enough to take on Mount Doom: XMas Edition strive for? Even if they've got other stuff, it'd feel off to me to diminish their treasures.
