Yes, the jelly king can be cursed, no it will not do anything. I just tested this in the third phase of the battle while soloing the level myself.
I only tested it with 2 attacks though.
The jelly king is not effected by curse [on the third phase]

It works, just not on the third phase.
This is because the king's only attack during that phase turns him invincible.

...but seriously, okay. I guess that means that you should maybe bring shock vials or some other barrier instead now.
