So i've been search long and wide for decent UV wolver gear to make a nice snarby set.
after thousands of CE and crowns on UV rolls I had heated an Ashtail Shock High. well i was hoping for an Elemental High or max coat, but i rolled a shock max on a wolver coat.
Should i keep the coat and sell the shock high cap. and try to find/roll an elemental on a wolver cap?
You are actually asking a simple question: "Does Blaumph value this item more than the best buyer Blaumph could find for this item?"
We don't know, because we don't know anything about you. For example, if you play a lot of Lockdown and get attacked with shock there, then maybe you value this item a lot. If you have trouble on fiend levels --- especially those with shock --- then maybe this item is just what you need. On the other hand, if you already have a Chaos set with shock UVs, then this item is probably less useful to you, than it is to other players.
Anyway, I agree with Shadowstarkirby, that status UVs should be prized, especially by Lockdown players.

Yesterday I crafted a freezing vaporizer my 2 and got CTR HIGH I also got slime low on it but "you get the vapor bombs not for its damage, but for its status", is what a wise man named chawkthree once said.
Actually Bopp, I know precisely how much each and every player in Spiral Knights values each and every item with each and every UV. I keep this information in a tome next to my computer.
Blaumph clearly wants to sell the item.

Shock high cap? Do you mean your previously mentioned Ash Tail Coat?
Anyway, this type of stuff highly opinionated, but the general consensus is that status resist > damage defense, so I wouldn't advise going after defense too much.
People go nuts over shock max Wolver armors in lockdown, so you can make a huge profit if you decide to sell it and with that cash you can get a lot of other things while keeping your shock high Ash Tail Coat that is still very much helpful.
So what I would suggest is, continue heating your Ash Tail Coat with shock high, sell the Wolver Coat with shock max, then use the crowns/CE you get in return to get nicer gear.
