On the contrary I've bid on an item on "short" (before it got to very short) and won it within 20 minutes.
I'm not sure how it works, cuz it definitely seems to take longer at times
It may depend on how long you set the auction to run? I'd have to test to try to confirm this.

That sounds about right to me.
As far as the time "resetting", I think that each bid adds 30sec or so to the end time. I have seen auctions go from being one of the next few to finish, to all the way to "short" when quite a few bids were made in a short time. I have also had many auctions stay in the "very short" time period for easily a half hour as two bidders try to force the other to get bored and leave by waiting until the auction almost ends before bidding again.
I'm sure that eventually people will measure enough auctions to figure out what these vague terms that OOO used mean. Then, experienced AH users will have a large advantage over the vast majority of players. I suspect OOO's goal wasn't to hurt most players, but that's what they did.
I do remember seeing other games use vague terms to describe auction durations-- but the time range would typically appear in a tooltip on mouseover.

Ehh, maybe that can be implemented later. If it's not surprisingly complex. (Thus far I've only seen tooltips on items, so I can't be sure if their programming allows them to do it for text boxes...)
I don't know that anyone knows exactly, but experience tells me it's more than 45 minutes. I strongly suspect it's exactly an hour but I don't know that for certain.
