The possible relationship between Nick's leaving and the gunner update has been treated already in the other threads about Nick's leaving. You just have to read what other people post.
But, to contribute something to this thread, I'll add this: It's easily possible that Nick's part of the gunner update --- designing the new items and their mechanics --- is done. Maybe the rest of the work is fine-tuning the artwork and the balance (wink). So I do not take Nick's leaving as strong evidence that the gunner update is off track.
Or maybe it was because near the end of November they knew they had to start working on Winterfest and since Winterfest had more of a deadline than the Gunner Update, they prioritized it first.
