Nothing on Steam Card Exchange yet but I don't think they'll necessarily be the first ones to know. You could check back there every once in a while to see if it has been udpated.

I'd be happy go get any SK badge when (or if) people decide to stop being dumb with the trading card prices on the Steam Market. Trading in TF2 for steam funds doesn't come easy you know. Especially when you used to have 40+ tour tickets at one point.

Actually I thought it works like this:
1) Download f2p game
2) get built-in random card drops (max either 4-5)
3) Pay 9.00 US dollars for another drop
It seems I fooled myself when I spent Steam Cards with my hard-earned allowance on TF2 before trading cards were released.

Steam Foil Cards are pretty much just unique cards. If you've ever played Pokemon, imagine the chance of just finding a Shiny Pokemon versus a Normal one. I don't believe they're that rare (IE: 1/4096) but I do believe they're somewhere around 1/100 and they're really more or less there for bragging rights and an additional 100EXP on Steam.
EDIT: All Free-to-Play games require a payment in order to obtain their cards. Reason for this is so people can't just keep making new accounts and infinitely get Steam Cards.
