Speculation about OOO's view on balance.

Without Wolvers, Devilites wouldn't be the best.

Without Shards, Haze Bombs wouldn't be the best.

Without Leviathan, Acheron wouldn't be the best.

Without-dare I say it-Mad Bomber, Chaos wouldn't be better; Just different.

I wonder if this is OOO's view: That there needs to be plenty of weak items.

This sentence was taken from the Wikipedia page on Magikarp:

The book Gaming Cultures and Place in Asia-Pacific cited it [Magikarp] as an example of a common recurring and weak element in the games, whose presence rather than function was to emphasize the exclusivity and strength of other, rarer creatures for players to find.

So, what if OOO has simply put in several (IMO, too many) 'weak links'?

Yeah, okay, no.
Chaos set would still give duel bonuses, that being CTR and damage. Almost every other armour in the entire game only gives one bonus, with a few exceptions like Kat Hats and Seerus Masks. Thus, Chaos is still better, and will always be better unless something is changed.

Very few items in this game are "weak", some are just more situational than others, and some are outright better than others, that doesn't make the latter any weaker.

I also think you're forgetting what Magikarp evolves into.

What a complete load. Mad is bad because Volcanic, Bombastic and King Krogmo made it redundant. Chaos is bad because it negates the existence of practical Mad-style Sword and Gun sets in the future, something that would have worked better than a Bomb set because with them you could complete a VH trinity when used with ASI trinkets (now MAX with sprite perks+Barbarous style shields)

A brief history of Mad Bomber:

Early 2011: Mad is the only set to offer Bomb CTR VH or Damage VH; And it does both at the same time. Neat, but there are essentially only 2 damage bombs - Nitronome and classic Radiant Sun Shards.

Mid 2011: Snarbolax appears, so now the damage bomb family gains a new member. Maybe that damage buff is going to be of practical use after all. Blast network! A Bomb themed mini game, introduces new offensive trinkets. Now if you only wanted just bomb CTR or just bomb damage you have the option - they are not glued together with a bunch of status weaknesses now. Look Ma, no Demo suit!

2012: Volcanic and Bombastic finally grow up and each set offers a VH. Combine either one of them with the trinkets from last year and now you can do what Mad did all along without the pile of status weakness. Also, Dark Retribution and Deadly Crystal Bomb (and friends) so now having CTR and Damage at the same time means something - No Mad needed.

The real question is whether or not this is better than having all of the weapons and armor be balanced to begin with.

I'm going to take a good guess with "no".
