Thanks for illustrating that giving dates to development are not set in stone.
That said, and since people usually complain about this a lot, the reason why we have more "cosmetic" updates compared to "real" updates is that the game needs to sustain itself, and it seems like selling the pretty stuff happens to work best.
If you think about it, someone has to pay for...
- The Servers, as they use AWS. I'm sure there are thousands of players who use the game.
- The Building other RL infrastructure costs, electricity, ISP fees (if any), etc.
- Things promised to the employees for what they've settled on negotiating regarding their job titles/benefits. So that could mean some types of insurance, a salary that won't make them go off and develop elsewhere so long as the game interests them or is of some use to them in some way.
And more or less so on things like that.
As for the core, I feel like they'll only open it if they ended the game. i.e. "Thanks for a great X years! The Spiral blah blah blah (team) was able to open the core! [insert jpg]
This isn't to bash the game, just my thoughts.
People know that development cannot be planned like they announced. The problem was that they announced dates in the first place with apparent confidence they could meet them.
