Since a bunch of charge attacks are extremely quick, I want to know if ASI has a significant change in time besides Autogun line ones. Does it?

It decreases all weapon animation time. Its significance is really based on how often you use charges and how much post-delay the charges have.
I can't be bothered to look for the post now, but a long time ago, I did some test between a friend who had a some significant CTR boost with his catalyzer and myself using ASI, and it was enough to have me shoot at about the same rate.
It was probably only about 1-2 levels worth of CTR for 5 levels of ASI (so CTR still gave catalyzer a faster rate of firing charges), but that's still pretty significant, I'd think.
I don't think Voltedge/DA will feel much because their charges end so quickly (you can shield cancel them really quickly), but for charges that would leave you vulnerable, it's pretty noticeable.
Lancer Knightz has an extensive data project where they have measured things like charges per minute. On their handgun charge page they have the statement:
Also, we should note that all tests are carried out with ASI+6, because ASI has a small effect on charge attack speed. For example, Callahan CTR+4 does 16 charges per minute at ASI+1, but 17 charges per minute at ASI+6.
On their sword charge page they have a vaguer statement, but an old version said this:

Of course, charges per minute is only one way to measure charge speed, and it's not perfect. But they've given you some information, at least.
Many weapons, if not all weapons significantly decrease the pause after charge attacks. It's hard to tell just from text, so grab a Swiftstrike and your Proto Sword, try to spam charge attacks, you'll definitely see quicker animations with the extra ASI.
EDIT: Oh, well that's interesting. I always thought it allowed more charge attacks than that. But oh well, at least it reduces the cool down after launching the charge attack.
Well.. i feel like i'm spamming my Voltedge charges quicker when i use Swiftstrike, but it could be just my mind.
