I got 4 a couple of times
I got 4 a couple of times after that patch. Never got 5 though.

Between the AH patch and last nights, I did two JK runs, got 3 tokens the first time, 4 the second, both were full tier-2 runs. Not sure if 5 is still possible, and 4 seems more rare (judging by friends who did more runs than I) but it's still at least 3-4 tokens.

4 is possible since the "big"
4 is possible since the "big" patch. I've seen it twice. I haven't even played since last night's patch.

After the patch that changed
After the patch that changed the boss tokens you're most likely to get only 3 Tokens, but 4 is possible.
The other day I did around 7~10 Jelly King runs and only got 4 from one of them, the rest were 3.
Before the patch it was possible to get 4 tokens, so it wasn't capped at 3. It is unclear to me what you're trying to say with the rest of your post.
