I'm not really a new recruit -- my rank is 8-1. But I've been out of the game long enough that I might as well be new. I've just come back and I started playing a few of the missions. I played the first 8-1 mission, and then I tried to play the second 8-1 mission, Monstrous Research. The mission card is not locked. I have more than enough of each of the required materials, but when I click "Toggle Arsenal," the materials are not deducted and the mission stays locked. What am I missing?

That's the problem. The "Start" button never unlocks and lights up. But you've pinpointed the problem -- there is no "Confirm these items ..." box to check. It shows up on prestige missions but never on rank missions. I've emailed tech support.

Then you have already completed the mission. You cannot replay that one.
Maybe you should check the checkbox and click the big "START" button?
