It is a combination of < and the number 69 as a spin-off of <3, which represents a heart (or loving something). Further description would likely be in violation of the ToS.
Specifically this part...

In context, I really don't understand why people say it...
I don't personally chat with people that are jokingly vulgar. They probably just enjoy it because its taboo (borderline against the rules) and seems to tick people off by using it.
I think we should just kill all these threads with a technical response and kill all the fun of the people joking (as seen already in this thread).
