Destructnoid, for your future reference, here is how to discover the answer yourself.
The wiki page for Avenger notes that Basil sells it. Now you're wondering on which depth? Click the "Basil" link to go to the wiki page for Basil. It explains exactly which star-level recipes are available on which depths. As others here have noted, there is a chance of seeing 4-star recipes at depth 13, but they're much more likely to be found at depth 23.

^Tier 2 ends after the royal jelly which is like D17 if I am not mistaken. You're thinking of the sub terminal thingy, which is where basil is.

I know i did. i search the entire page and went through all the missions... I then saw that the title was mission lobbies.
for the ones i was looking through. I then did this. *Face Palm* and i didn't have time to check clockwork terminals so in the end i just used my 17k to buy a 13k avenger recipe. So problem solved. Thnx for the info.
