Hydrogensoul, for your future reference, here is how you can answer such a question for yourself.
Go to the wiki page for Barbarous Thorn Blade. It tells you where to find the recipe: Basil only (which you already knew). So which level of Basil? Click on the "Basil" link to learn more about him. You will find that 5-star recipes are available only at depth 23. Done.
