.... What is it? What counts as spamming? Using guns? Bombing? It sounds like people who just won't admit that they have been beaten, and created an imaginary "PvP sin" that they accuse anyone who isn't a swordsman of. So does all gunning and bombing count as spam or what? That is what it sounds like.
"Spamming"
As spam increases, hit ratio decreases. People who hate spam are not making stuff up.
Since a spammer has low hit ratio, they need to attack more to get the same number of hits. Therefor they attack even when they don't expect to hit. In other words doing almost the same thing all the time not depending on what nearby enemies do. This behavior takes less effort and some people call it cheap.

If you kill someone without letting them hit you, you're spamming.

Spamming probably would be repeated use of one weapon in a specific amount of time.
Firing one polaris shot per 10 seconds isnt spamming, but firing 2 per seco.d would be.
I guess this extends to similar weapons (such as alchemers, or other "weapon families").
Also, as someone earlier said, spamming also comes with a low hit ratio..
Ex:
Switch shooting alchemers as fast as you possibly can in the general direction of the enemy is spamming.
Switch shooting alchemers and completely wrecking a chaos clone with most or all shots hitting isnt spamming.

the only thing that determines spam is hit ratios
If you attack really quickly and you miss a lot, you're spamming.
If you attack really quickly and hit often, you're AT spamming.
