Bomber attack toggle button?

I have a pure bomber character. To attack, I hold down the Action button, wait for the bomb to charge, release the Action button, optionally press the Next Weapon button, then immediately hold the Action button to charge another bomb. This ties up a whole finger that could be pressing other buttons in the meantime.
I want to be able to press-and-release the Action button once to start charging my bomb, then a second press-and-release to fire it.
1) Is this possible using Spiral Knights' in-game config? (I tried caps lock, that didn't work.)
2) Do I have to set that up externally? (software or hardware)
3) Would such a toggle button count as a macro? (macroing isn't allowed)
Basically, the Action button being always up with moments of being down, instead of always down with moments of being up. Maybe I could invert the key?

bombing

First of all, i use wasd and a mouse to play. when i go full bomber, i hold left mouse( attack) and then press left shift. if i do it fast enough, i place a bomb, and since i am still holding left mouse, i immediately start charging the next one. The only problem with this setup, is that every so often, i shield bash when i hold left shift for too long. if this helps you, great, but that is how i bomb

I wonder if a press-and-hold function engaged by a macro for bombers would be frowned upon by Three Rings. I know it's against the ToS, I'm just curious if we can make an exception for this one particular function, or perhaps added as a feature in the game instead.

That does in fact make bombing a bit easier, but I think Khonkhortisan was referring to not having to hold Action button down in the first place, just press once to charge then press again to place the bomb. The left shift trick in this case would actually use an extra finger that could be used for something else, which is what (s)he was concerned with.
