If you still just use a shock bomb exclusively, then it's not just against you silly. Unless there are two awesome bombers on the other team, it is actually a better game to try to play around it rather then just shock walk through it... but as a bomber you should be prepared for it either way.
Just remember, nothing has Nitronome resistance!

Ah, yes. People griping about bombs being overpowered, and crying "STUP SPAMMIGN STIPUD NUB".
'Tis my greatest pleasure, because you know you're kickin' their [redacted].
Anyway, loadouts immune to Voltaic Tempest (or "shockwalker" loadouts) have been around for a while. I'd say the Shock Max UVs are more OP than the ASI VH UVs people would complain about, but that's neither here nor there.
Try getting some other 5* bombs for when there are a bunch of shockwalkers. Stagger Storm is a good one, and if there aren't many Skolvers, Shivermist Buster can be incredibly funny. Nitronome is easily my favorite, though- it pushes non-Guardians away, does decent enough damage, and did I mention it makes a GREAT flash bomb for escaping?
Back in the day, Radiant Sun Shards was great, what with all the projectiles you could fling... and then Three Rings nerfed it.
But the main thing is to try and work with your team. Spreading shock around is even more effective is someone is proceeding to hit the shocked guy in the face with a Damage Max GF or Blitz.

Yes indeed dude...
We use 'teamwork' aswell to avoid obsticles... If a bomber went straight at you.. ask help from your teammate to perform an offensive and defensive attack.... One team mate lets the bomber chase him while the other strike them to the finish..
This is why team chat option is there..
