Wiki states that they drop ... yet after playing the game for a week I have yet to get one :-P
At what level of the Arcade do they begin to drop? I've been running instances there up to level 3 and then popping back to the Haven.

They drop at pretty much all levels. But they don't drop often. That's why they are called "rarities".
The default way to craft is this: You save up crowns to buy energy. You use that energy to buy orbs, so you can craft. This is very similar to the old system (before orbs existed).
The current system is generous in that sometimes you don't have to buy orbs for crafting, because you've found enough orbs in the dungeon. When that happens, you should be surprised and pleased. It should not be your default expectation.
It is best to not do arcade due to the tediousness to repeat even stratums to get the specific orbs

Flawed Orbs- Buy them
Simple Orbs- Buy them
Advanced Orbs - Repeat Mission Sewer Stash, First Depth
Elite Orbs- Repeat Mission Sewer Stash, First Depth
Eternal Orbs- Repeat Mission In Cold Blood
Thats how i got my orbs.
