I'm not even going to try to even get OOO to stop these promo/event update spam Im tired seeing nothing but promo update and getting myself to play the game BECAUSE THERE NOTHING ELSE TO DO (when your vanguard) All I can do Is farm farm farm, lockdown lockdown lockdown , THAT'S IT. There's barely new updatS that has new content for the clockworks (only 1 the swarming swarm of annoying update) ( not counting events ) .

The art team and coding team are entirely different teams, and unfortunately they have more artists than coders at the moment. Accessories and costumes are much, much easier to implement because there's almost no coding that has to be done, so the artists can get promos finished up in much less time than it would take to:
write new recipes (including the code for the recipes themselves)
implement said new recipes
create new stats
create new models (because if it was just reskins people would be complaining just as much)
playtest, balance, and make sure the stats of the new items are correct AND working properly
and this isn't even including the work that the art team would have to do designing the gun and how it works!
and probably a lot more! I'm not a developer, but I know a fair bit about some of the surface-level production stuff.
Basically, we have a lot fewer people working on bigger projects, and a lot more people working on smaller projects. It's unfortunate but that's just how it is for the time being.
As a Vanguard, I like to make new equipment, design new costumes for myself, and help my guildies reach Vanguard status themselves. It helps break up the monotony. I just started working on a Venom Veiler today (it's already 4*!), and I will probably keep working on various weapons/armors until I have one of everything, cuz why not?
There's always something new to do. It may not be the most profitable thing, but trying a different run helps break up the monotony a lot. :D (I nearly fell asleep grinding Vanaduke earlier today, but after a Clockworks run, it was easier to stomach another one.)
