Alchemization, heat, and UV relations

My friend told me that you can have a higher chance of getting a good UV when you alchemize items with higher heat levels. For example, when a chroma mask is alchemized at level 10, it gains a Elemental Defense Bonus Max, while at level 5, it gets a Piercing Low. Does anyone know if this is true?

After a lot of testing by others and my own personal experiences, it still seems entirely random. (Additionally, you can't ever force a max UV on an item, sounds like whoever had those Chroma Masks was just incredibly lucky!)

I crafted something that was at level 10 heat the other day and didn't get any UVs, and today, a level 5 item also didn't get any UVs. I've gotten CTR VH from crafting an item from scratch (no precursor), too - but I had to craft a LOT of them to get that, hahah.

Doubt anyone has enough data to prove it either way.
Most of the research done on UVs barely has enough data to reliably predict the occurrence of Max UVs, let alone sufficient to predict a difference in chance for UVs based on level.

Heck, even I'm having a difficult time getting enough data for predicting forge bonus rates.
