I am in tier 2 and have been queing for LD for an hour. It shows that there are more than 10 people waitng for a match and then they go into the playing category. This goes on for hours in que. Everyone seems to be getting in a match except me. The game will even put everyone in a match except me. The que literally will go from about 20 people waiting to 1 and I'm that one person. Why is this?

With regards to seeing the queue drop from 20 to 1, the count is everyone queued for all 3 tiers. If you open the list of games you can spectate, you'll see a bunch of T3 games appear right after the count drops. Pretty sure there've been a handful of threads suggesting the count only showing the number queued for the same tier that you're in, hope OOO implements it some day.
T2 is sadly pretty dead right now. It's possibly worth waiting until after the event ends, but if you want LD immediately, you'll be better off just pushing for T3 gear at this point.

The queuing system hates me too
I'm T3, and when I try to get in, the queuing system decides to put everyone but me in a game.
And if I do get into a game, it's usually full of camping jerks.
T2 LD is dead nowadays, back during the mist energy days you could find all three tiers active but now T2 LD only has a chance of happening on the weekends. Considering that there is an event going on don't expect to get into a T2 LD match anytime soon.
Save up your stuff and head to T3. Expect to take a heavy beating as most of the players there will farm damage off of players that look like noobs or don't have any trinkets. Until you can earn yourself some good armor, weapons, hp trinkets, and trinket slots don't expect to top the damage charts.
You can however support your team with haze bombs, smart reconing, being a good guardian, or just distracting the other team.
