It's badly stated, however I think what they're trying to say is introduce a new part of Haven; the Casino floor.
On the Casino floor you can bet crowns on who will win an LD match (with the odds being even unless some sort of score record was kept on each player and so forth), or a BN match. Hell, you can even bet on simple slot-machines. Why not bet on what depth you think a player currently in Arcade will reach? Will they quit or get killed?
Don't get me wrong, I hate the idea (gambling on a 13+ game?! You'd be cutting 5 years worth of players out of the game to keep it legal (since people would eventually end up betting real money into Ce into Cr (there's always someone))). I was just trying to not leave it looking so heavily shambles.

Prize Boxes aren't Casino-gambling. OOO will not be allowed to have a casino in a 13+ game that is usable for gambling purposes.

Oh come on.
Pokemon has a bloody casino and last I checked those are rated E. Only issue with a casino in this game is if it uses any sort of energy. Crowns could be used as those are free to get by anyone.
... However a casino itself just wouldn't fit into the game. Prize boxes are enough of a gamble as is, and they can only be purchased using either real-life money or the premium currency. A casino wouldn't add anything all that fun into the game, especially with the only details being "it's easy, people win and lose!"
Yeah, that's what gambling is.
