Too bad YOU can't get both

Both are good UVs on a leviathan. If you have to choose one over the other, it would depend on your playing style. I find myself using the charge attack more often so I would pick the Charge Time Reduction. For me the speed is already satisfactory with or without a Vog set. Too bad leviathan isn't also considered a bomb, because I would love to wear a mad bomber set just to beef up the damage on the charge attack.

.....

It's not like I'm 'that' rich to risk for double UV's and all that... And it's also not like I'm going to get what I want :/

You should probably go with

You should probably go with the CTR
Last time I checked, the Levi's charge attack was one of its major selling points, and attack speed increase Isn't noticeable till later, and apparently isn't much of an impact (over-rated ?)

Don't quote me on anything though, I personally haven't had either UV on my equipment, so I can't say for sure

Like everyone is saying, CTR

Like everyone is saying, CTR seems preferable. However, I only have a ASI calibur (Very High), and I'm pretty happy with it too, so either one could potentially make you happy!
