It is impossible

It is impossible to buy item lvl other than 1. Lvling item will bind it and unbinding will reset lvl.

P.S. Vile striker for 10k CR and 500CE?

That wasn't a deal

That wasn't a deal, that was a "im surprised" note. Vile strikers are about 2500CE to buy.
