Lockdown Matchmaking Seems Dubious

I've been playing Lockdown, off and on, and I usually just use my best gear, which is all five star. But, today, I thought it might be fun to play in a lower-tier match, so I queued up in full Proto gear, expecting an entertaining match with a bunch of low-end one and two star gear that you never really see otherwise.
That is not what happened.
Instead, I got put into a game with players in five star gear. Every single time I got killed, it was by a five star weapon. There might have been a couple of armor pieces that weren't five star, but all of the ones I positively identified certainly were. And I was in my proto gear. It was still mildly entertaining, but also largely futile.
So, what gives? I thought the lockdown system was supposed to divide people into tiers based on their gear? Is this just false? As of yet unimplemented? Was this just an error?
Lockdown would definitely be cooler if it had active and functional lower tiers. I haven't done anything close to rigorous testing, but I have to say that, as of now, I am disappointed.

Switch ALL of your gear (weapons, armor, helm and even SHIELD!!!), and then check your loadouts. If "current gear" lists you as T3 Lockdown, you probably still have a trinket or shield equipped that is a higher star.

Ah, interesting. I did have pvp marked t3 sets. Thanks for the tip, Evil.
I did have only proto gear equipped (no trinkets, even proto-shield), but I do appreciate the input, Hyperonn.

Oh wow. The loadout tip is new to me too. But sadly, I post this right after i was put in a T3 LD game with T2 gear because of a T3 Loadout. /sigh

Do you guys realize that you can change loadouts in the locker room? So if you've been caught wearing your T1 or T2 gear in a T3 game, just change your loadout, no sweat.
If you have any loadouts that are T3 for PvP still enabled for PvP you'll be put into T3 PvP. Unmark them for PvP and you'll be put into T1.
