If I buy an item with a unique variant and it says something something low, will it upgrade to medium or high through the upgrades of the item made?

Resistances UV will scale
Resistances UV will scale with the level of the item they are on. For example, if you have a shadow low on a Wolver Coat, it will be almost like no additional shaddow resistance. But if you upgrade that Wolver Coat up to 5*, it will be a little more shadow resistance than it was on the Wolver Coat. It will still be labeled "low" but the amount will be much more. I don't have actual numbers to show how much it is, as I rely on the bar you see on the item.

Monsters become stronger too on higher levels. I guess the bars get longer to compensate this and remain usefull or for balance.
No. It stays low throughout the whole upgrade line. The effects might increase though.
Ex: If you have a low shadow defense increase on a wolver coat, and a low shadow defense increase on a Skolver coat, they are both the same UV, but the bar for the UV will be larger on the Skolver coat than the wolver coat.
